ON NOVEMBER 10, the U.S. Pre-eminent Federal court heard two cases that could have principal implications for the way adolescent offenders are treated in our wrong justness system. Sullivan v. Florida and Graham v. Florida both touch men who are serving biography without the potential of parole for crimes they were convicted of as youngsters--crimes in which no one was killed.
